House rules for a residential building – a professional template in Word format

House rules for a residential building are the basic document of shared living between co-owners. They govern the rules for using the common parts, the quiet hours, the upkeep of cleanliness and the conduct of co-owners, tenants and visitors. This template contains 13 clearly structured articles and two practical annexes (a cleaning rota and the manager’s contact details) which you simply adapt to your building and display on the notice board.

Since 2025 the general house rules have been laid down by the state, adopted on the basis of the Buildings Management and Maintenance Act (Zakon o upravljanju i odrzavanju zgrada). Each building may in addition adopt its own, special rules, and that is exactly what this document is for. The special rules must not contradict the legislation, and the co-owners adopt them by a simple majority of votes calculated according to the co-ownership shares.

Why does a building need house rules of its own?

The general legislation governs the minimum of shared living, but every building has its own particular features – a courtyard, storage rooms, the parking arrangement, agreements on cleaning. Written house rules, voted through at the meeting of co-owners and displayed on the notice board, are the only way for those rules to become binding and provable. Where a breach is repeated, they are the basis for a written warning and, if necessary, for approaching the competent authorities.

Important. Since 2025 the state Ordinance on House Rules in Buildings has been in force, and your building’s special rules must not contradict it. This template is aligned with it, and the places you may adapt are clearly marked.

Are house rules for a residential building mandatory?

The general house rules are laid down by the Ordinance on House Rules in Buildings (Pravilnik o kućnom redu u zgradama, NN 86/2025) and apply to every building, whether or not the co-owners have adopted a document of their own. House rules of your own are not a statutory obligation, but they are strongly recommended, because they set out the particular features of your building – the parking arrangement, the use of the courtyard, the cleaning of the common areas. The building’s special rules must not conflict with the Ordinance or with the Buildings Management and Maintenance Act. In practice, a building with clearly displayed house rules settles disputes between neighbours far more easily.

What majority is needed to adopt the building’s house rules?

The house rules and any amendments to them are adopted by the co-owners with a simple majority of votes, calculated according to the co-ownership shares and not according to the number of co-owners. It is best to take the decision at a meeting of co-owners and to record it in minutes, so that the majority can be proved later. Once adopted, the house rules are displayed on the building’s notice board or delivered to all co-owners. The template also contains a provision on entry into force and instructions on how to carry out the whole procedure.

May the house rules prohibit the keeping of pets?

A complete ban on keeping pets in a co-owner’s own flat would not be sustainable, because a co-owner disposes freely of his or her separate part. The house rules may govern the way the common parts are used – for example the duty to keep dogs on a lead in the stairwell and the courtyard and the duty to clear up after them. A further condition is that the animals must not endanger the safety, health and peace of the other co-owners. The template contains exactly such a provision on pets, one that works in practice.

What can we do if someone breaks the house rules?

The first step is a written warning sent to the responsible person by the co-owners’ representative or the manager, and the template expressly provides for that procedure. If the breach continues, the co-owners may take measures under the Buildings Management and Maintenance Act, and where public order and peace are disturbed they may also approach the authorities competent for minor offences. It is important to know that a co-owner is also answerable for the conduct of his or her tenants, household members and visitors. That is precisely why it is useful for every new resident to receive a copy of the house rules.
