Are house rules a legal obligation for private apartment hosts in Croatia?
For private hosts (natural persons) house rules are NOT required by law, but they are strongly recommended. For sole traders and companies that let accommodation they are mandatory under the Hospitality Industry Act (Zakon o ugostiteljskoj djelatnosti). With house rules in place you can settle disputes with guests far more easily.
What should house rules for an apartment contain to protect me from difficult guests?
The key items are check-in and check-out times, noise rules (quiet hours 23-08), smoking (prohibited or permitted), pets, the number of guests, use of the pool or terrace, waste separation, liability for damage, and the host’s right to end the stay without a refund if the rules are broken.
Can I remove guests who break the house rules and refuse a refund?
Yes, if that is clearly set out in the house rules the guest accepted. Add a clause such as "In the event of a serious breach of the house rules, the host may require the guest to leave the accommodation with no right to a refund of the amount paid." Document the breaches (photographs, witnesses).
Which languages must the house rules be written in and where should they be displayed in the apartment?
There is no statutory requirement as to languages, but English and German alongside Croatian are recommended as a minimum. Display them somewhere visible – on the inside of the entrance door, in the information folder or framed on the wall. Many hosts also send a digital version before arrival.
