A verified template – parental consent for a child’s travel – for your child’s safe journey abroad
This template serves as a legally grounded basis for issuing a consent (power of attorney) by which a parent or guardian authorises a minor child to travel abroad, whether accompanied by the other parent, by a third person or by an organised group. The document is drawn up in line with Croatian legislation and with international border control practice.

What does the consent for a child’s travel include?
Our template covers all the elements needed for a valid consent:
- Details of the child: Name, surname, date of birth, OIB (personal identification number), passport or identity card number.

When do you need a consent for a child’s travel?
- Travel with one parent: The border police may ask for the consent of the other parent, especially if the parent and the child do not have the same surname.
- Travel with a third person: Grandmother, grandfather, uncle, family friend – written consent from both parents is mandatory.
- School trips and sports competitions: Organisers often require parental consent with a certified signature.
- Travel outside the EU: Most non-EU countries require a certified consent for a minor to enter without both parents.

Does the consent for a child’s travel have to be certified by a notary public?
It depends on the destination. For travel within the EU an uncertified consent may be sufficient, but notarial certification is strongly recommended because the border police may refuse an uncertified document. For travel outside the EU (for example Serbia, Bosnia and Herzegovina, Montenegro, the United Kingdom), notarial certification is in practice mandatory. Certification of a signature costs around 6 EUR per signature. We recommend having the signatures of both parents certified if the child is travelling with a third person.
Do I need a consent if the child is travelling with one parent?
In law, each parent has the right to travel with the child. In practice, however, the border police may ask for proof of the other parent’s consent, especially if the parent and the child do not have the same surname, if they are travelling outside the EU, or if the other parent has raised a concern. We recommend that you always carry the other parent’s consent – it prevents unnecessary delays at the border and speeds up the crossing.
How long is a consent for a child’s travel valid?
The consent is valid for the specific journey set out in the document, with exact dates of departure and return. There is no permanent form of consent. For each new journey it is advisable to issue a new consent with updated dates and destination. Some parents issue a consent for a longer period (for example a school year covering regular trips), but this is not advisable because the border police may refuse a consent that does not state specific dates.
What if the other parent refuses to give consent for the child’s travel?
If the parents cannot reach agreement, the parent who wishes to travel with the child may file an application with the court to replace the other parent’s consent (Article 100 of the Family Act – Obiteljski zakon). The court will decide in the best interests of the child. Proceedings are brought before the municipal court with jurisdiction over the child’s place of residence. In urgent cases (for example on medical grounds) an interim measure may be sought.
